It is expected to provide security, stabilize the economy, finance critical infrastructure, cushion unemployment, organize defence and demonstrate political control. That is precisely the problem: in a confidence recession, expectations grow faster than fiscal capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chapter 6 therefore examines the fiscal and political side of the confidence recession. When consumption, investment and growth weaken, social claims, security spending, debt service and structural policy all collide with a narrowing revenue base.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why the State Becomes Central<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Households can postpone purchases. Companies can defer investment. Banks can tighten credit. The state, by contrast, is usually pushed toward more activity in a downturn, not less. It is expected to stabilize, replace, bridge and reassure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fiscal logic therefore shifts quickly:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">weaker growth<br>\u2192 lower tax revenue<br>\u2192 higher social spending<br>\u2192 added political pressure for defence, industrial and infrastructure policy<br>\u2192 higher financing needs<br>\u2192 rising debt service and distribution conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not a side issue but the political core of the confidence recession. It is where a society discovers which burdens it can bear, whom it protects and what future it can still afford.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote cr165-thesis is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The state then tries to repair the roof, pump out the basement and install a new alarm system at the same time \u2014 while driving the tenants out of the house.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">The Fiscal Squeeze<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In a normal downturn, the state can temporarily counteract weakness. In a confidence recession, however, that can easily become a squeeze: spending rises while public acceptance for additional burdens falls.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Welfare state:<\/strong> more unemployment, weaker real wages and higher insecurity raise demand for transfers and protection.<\/li>\n\n\n\n<li><strong>Defence and security:<\/strong> geopolitical tensions raise pressure on military, civil protection, energy and cyber security.<\/li>\n\n\n\n<li><strong>Industrial and infrastructure policy:<\/strong> grids, energy, digitization, semiconductors, data centres and resilience projects require capital.<\/li>\n\n\n\n<li><strong>Debt service:<\/strong> higher rates or a prolonged period of elevated rates make refinancing more expensive and tighten the budget further.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These four blocks compete not only for money. They compete for political legitimacy. Every priority creates winners and losers. That is how the distribution conflict emerges.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Germany as a Fiscal Litmus Test<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Germany plays a special role here. Not because it is Europe\u2019s weakest state, but because as the largest economy, industrial core, major net contributor and former stability anchor, it has systemic importance. If Germany comes under fiscal pressure, the consequences reach far beyond Berlin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The basic tension is well known: Germany must finance defence, support for Ukraine, pensions, care, healthcare, energy and grid infrastructure, education, internal security and economic transformation at the same time. Meanwhile, industrial weakness, demographic pressure and a more cautious economy weigh on the revenue side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This constellation shows why the confidence recession can also become a crisis of trust in the state itself. If citizens feel that taxes rise, services grow less secure and public infrastructure still does not visibly improve, not only consumption willingness weakens. So does the willingness to carry political burdens.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Defence Does Not Automatically Create Prosperity<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Higher defence spending can be strategically necessary. It can create orders, jobs, research and industrial capacity. Yet defence spending is only a limited substitute for private prosperity. A radar system, air-defence battery or ammunition plant adds to measured output, but does not automatically improve rent burdens, healthcare access or household purchasing power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a sensitive political point. When states mobilize large sums under security pressure while citizens at the same time face higher levies, higher prices and more uncertain prospects, perception gaps can emerge: military strength rises, but everyday life feels weaker.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Fiscal AI Trap<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">AI and automation also have a state dimension. Governments support digitization, data centres, grid expansion, semiconductors, research and strategic autonomy. At the same time, they must cushion possible side effects: labour-market adjustment, retraining, higher electricity-system costs, regional disruption and social tension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This can create a fiscal AI trap:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">more support and infrastructure for AI<br>+ more labour-market adjustment costs<br>+ higher electricity and grid investment<br>\u2192 rising public financing needs<br>while returns and the tax base remain uncertain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words: the state is expected to enable the productivity surge and simultaneously cushion its social side effects. If both sides become more expensive at once while the tax base fails to grow at the same pace, the confidence gap widens further.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Taxes, Levies and Political Patience<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The tighter the fiscal position becomes, the more attention shifts toward revenue. Yet higher direct taxes, social contributions, energy surcharges, user fees or wealth debates feed back into consumption, investment and social trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Policymakers then face a classic dilemma: if they cut too hard, they worsen demand and infrastructure problems. If they spend too much, debt, rates and credibility concerns rise. If they raise levies, household purchasing power may weaken further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The confidence recession is therefore not just an economic recession but also a patience recession. The longer citizens feel they are paying more while receiving less security, the stronger political erosion becomes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From Budget Question to Distribution War<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In stable times, conflicts of interest can often be moderated administratively. Under stress, they become more visible and harder. Then not only ministries but whole social groups compete for scarcer claims: pensioners against investment budgets, regions against metropolitan centres, defence against welfare, industry against households, transfer recipients against taxpayers, the present against the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A confidence recession can therefore evolve into a global distribution war \u2014 not necessarily military, but fiscal, social and political. Who bears the burden? Who is protected?
