Country evidence is normalized before regional aggregation; missing countries are never zero-filled.

Original sources remain visible from signal to map.
Agencies, system operators and official publishers remain the primary provenance. Adapters and aggregators never replace the original source. Missing values remain missing, and unchanged retrievals do not manufacture new information.
Europe is currently provisional: daily and weekly vintages are accumulating. Public provenance is available now; subscriber source proposals require validation before they can influence any view.
